Search for a Hawaii jet ski licence and you will find answers written for Florida, for boat owners, or for nobody in particular. Hawaii's rules are specific. The state calls jet skis and WaveRunners thrill craft, and the law that governs them sits in the Hawaii Revised Statutes and the Hawaii Administrative Rules, administered by the Division of Boating and Ocean Recreation (DOBOR).
This guide sets out what that law asks of someone who owns or rents a ski to ride on their own, and then what it means for a visitor booking a ride with an operator. The two are different, and for most people reading this the second is the one that matters.

No. Hawaii has no jet ski licence. A recreational operator needs a certificate from a state-approved thrill craft course and must be at least 15. Do I need a license to drive a jet ski in Hawaii?

Under HAR 13-256-16, anyone operating a thrill craft recreationally must hold a certificate of completion from a state-approved thrill craft course, a requirement in force since January 2005. DOBOR describes two credentials for a recreational operator: a boating safety education course first, then the thrill craft course.
That applies to someone taking their own ski out. A commercial ride works differently: the operator holds the permit, the riding happens inside a designated zone, and staff brief and supervise every rider. Neither of the two jet ski listings on GetYourGuide asks the customer for a certificate.
How old do you have to be to drive a jet ski in Hawaii?
Fifteen. State law says no person under fifteen years of age shall operate a thrill craft, and that rule is absolute.
The age rule appears in HRS 200-37 and again in HAR 13-256-16. It is about who holds the handlebars, not who sits behind. On top of the state minimum, operators set their own rules. The tandem listing on Maunalua Bay states that one person on each ski must be 18 or over to drive and that the ride is not suitable for children under 4.

No thrill craft may be operated inside a marine life conservation district or a natural area reserve.
On Oahu the designated riding areas named in the state course are Maunalua Bay off Hawaii Kai, the Reef Runway and Keehi Lagoon zone near the airport, the Kaneohe zone on the windward side, and Haleiwa on the North Shore. There is no designated thrill craft area off Waikiki Beach, which is why the rides sold to Waikiki visitors start at Hawaii Kai.

Can you rent a jet ski in Hawaii on a weekend?
Not in Maunalua Bay. Commercial thrill craft there may run only from 9:00 a.m. to 5:00 p.m., Monday to Friday, and are prohibited on weekends and on state or federal holidays.
HAR 13-256-88 sets out the Maunalua Bay rules. Commercial thrill craft use Zones A, B and C, each a 200-foot radius east of the boat ramp, with no more than six rental craft per zone. The hours are 9:00 a.m. to 5:00 p.m. on weekdays. Saturdays, Sundays and holidays are closed to them by law, and since 1 January 1991 all commercial ocean recreation in the bay has been prohibited on Sundays.

What do you need to ride a jet ski on a guided tour?
A signed waiver, swimwear, sun protection and a sober head. The operator supplies the ski, the life vest and the instruction.
The two listings spell out what they expect. The tandem ride requires waivers, states that one person on each ski must be 18 or over to drive, and lists what to bring: a sun hat, swimwear, a towel, sunscreen and water. Both listings rule out alcohol and drugs, and the flagship adds vape pens. Goggles are a rental extra on the flagship and included on the tandem listing.

Do you have to wear a life jacket on a jet ski in Hawaii?
Yes. Under HAR 13-256-16 the operator and every passenger on a thrill craft must wear a personal flotation device.
This is the one rule that follows a rider everywhere, guided or not. Both jet ski listings include life vests, supplied by the operator before the ride. A fitted vest is also what makes a fall manageable: a rider who ends up in the water floats while the instructor comes over.
A vest does not replace the ability to get back on. The operator's site says riders must be able to remount after falling off, using the step at the back of the ski, so anyone who doubts their strength for that should talk to the operator before booking.

Within Maunalua Bay itself the zones differ. Zone E, a recreational area, is closed to thrill craft from 15 December to 15 May, the whale season. Zone F is slow-no-wake because it is green sea turtle habitat. The commercial Zones A to C keep running through winter; the whale-season closure that people hear about elsewhere, HAR 13-256-112, applies to Maui, not to these Oahu zones.
Everywhere, the slow-no-wake rule inside 300 feet of the shoreline applies, which is part of why the guided rides use a buoyed course a short boat ride from the dock rather than launching from a beach.
